This annual report summarizes the activities of Nuclear Human Resource Development Center (NuHRDeC) of Japan Atomic Energy Agency (JAEA) in the fiscal year (FY) 2022. In FY 2022, in addition to the regular training programs at NuHRDeC, we actively organized special training courses responding to the external training needs, cooperated with universities, offered international training courses for Asian countries and promoted activities of the Japan Nuclear Human Resource Development Network (JN-HRD.net). In FY2022, we were able to implement face-to-face training, etc., after thoroughly implementing measures to prevent the spread of the new coronavirus infection. Regular domestic training programs; training courses for radioisotopes and radiation engineers, nuclear energy engineers and national qualification examinations, were conducted as scheduled in the annual plan. We also delivered training for the Japan Atomic Power Company and other organizations outside the JAEA. We continued cooperative activities with universities, such as acceptance of postdoctoral researchers, and activities in line with the cooperative graduate school system, including the acceptance of students from Nuclear Professional School, the University of Tokyo. Furthermore, joint course among seven universities was successfully held by utilizing remote education system. The joint course and the intensive summer course and nuclear fuel cycle training were conducted as part of the collaboration network with universities. The Instructor Training Program (ITP) under the contract with Ministry of Education, Culture, Sports, Science and Technology, was continually offered to the ITP participating countries. As part of the ITP, the Instructor Training courses such as "Reactor Engineering Course", advanced instructor training course, and the nuclear technology seminar "Basic Radiation Knowledge for School Education" were conducted face-to-face at NuHRDeC.

Dynamic strain aging (DSA) and intergranular stress corrosion cracking (intragranular SCC) occur in high temperature pressurized water simulating a boiling water reactor environment due to changes in dissolved oxygen (DO) content, respectively. In order to clearly understand the difference between these phenomena, the mechanism of their occurrence was summarized. As a result, it was found that DSA due to intragranular cracking occurred in SUS304 stainless steel at low DO 1 ppb, while DSA was suppressed at DO 100 to 8500 ppb due to the formation of oxide films on the surface. On the other hand, when DO was increased to 20000 ppb, the film was peeled from the matrix, O element diffused to the grain boundary of the matrix, resulting in intergranular SCC. These results are indicated that the optimum DO concentration must be adjusted to suppress crack initiation due to DSA and intergranular SCC.

In 2019, the JSME Code Case for seismic design of nuclear power plant piping systems was published. The Code Case provides the strain-based fatigue criteria and detailed inelastic response analysis procedure as an alternative design rule to the current seismic design, which is based on the stress evaluation by elastic response analysis. In 2022, it was approved to revise the Code Case with improving the cycle counting method for fatigue evaluation to the Rain flow method. In addition, the discussion to incorporate the elastic-plastic behavior of support structures is now in progress for the next revision of the Code Case. This paper discusses the contents and background of the 2022 revision, the progress of the next revision, and future tasks.

Eight people from five universities participated in the 2022 summer holiday practical training with the theme of "Technical development on HTTR". The participants practiced the feasibility study for nuclear battery, the burn-up analysis of HTTR core, the feasibility study for Cf production, the analysis of behavior on loss of forced cooling test, and the thermal-hydraulic analysis near reactor pressure vessel. In the questionnaire after this training, there were impressions such as that it was useful as a work experience, that some students found it useful for their own research, and that discussion with other university students was a good experience. These impressions suggest that this training was generally evaluated as good.

Development of evaluation method for cover gas entrainment (GE) by vortices generated at free surface in upper plenum of sodium-cooled fast reactor (SFR) is required. GE evaluation tool, named StreamViewer, based on method using numerical results of three-dimensional computational fluid dynamics analysis for loop-type SFRs has been developed. In this study, modification of evaluation method of StreamViewer to rationalize conservativeness in evaluation results was examined by identifying vortex center lines and calculating three-dimensional distribution of pressure decrease along vortex center lines. The applicability of modified method was checked using water experimental result in rectangular open channel where unsteady vortices are generated. As the result, it was indicated that evaluation results on gas core depth which were excessive in current method were improved in modified method, and it is confirmed that modified method may discriminate onset of GE with appropriate criteria.

The strain energy-based life evaluation method of Mod. 9Cr-1Mo steel under non-proportional multiaxial creep-fatigue loading is proposed. Inelastic strain energy densities were calculated as the areas inside the hysteresis loops. The effect of mean-stress has been experimentally considered and the relationship between inelastic strain energy densities and creep-fatigue lives was investigated. It was found from the investigation of hysteresis loops, the decrease in maximum stress leads to prolonged failure life, while stress relaxation during strain holding causes strength reduction. The correction method of inelastic strain energy density was proposed considering the effect of maximum stress in hysteresis loop and minimum stress during strain holding, and strain energy densities for uniaxial and non-proportional multiaxial loading were obtained. Based on these results, the mechanisms governing creep-fatigue lives under non-proportional multiaxial loading have been discussed.

In Tokai Reprocessing Plant, the highly active liquid waste derived from a spent fuel reprocessing is vitrified with a Liquid-Fed Ceramic Melter (LFCM) embedded in Tokai Vitrification Facility (TVF). For an LFCM, the viscosity of melted glass is increased by the deposition of oxidation products of platinum group elements (PGE) and the PGE-containing glass tends to settle to the melter's bottom basin even after draining glass out. Removal of the PGE-containing glass is needed to avoid the Joule heating current from being affected by the glass, it requires time-consuming work to remove. For the early accomplishment of vitrifying the waste, Japan Atomic Energy Agency is planning to replace the current melter with the new one in which the amount of PGE sediments would be reduced. In the past design activities for the next melter, several kinds of shapes in regard to the furnace bottom and the strainer were drawn. Among these designs, the one in which the discharge ratio of PGE-containing glass would be as much as or greater than the current melter and which be able to perform similar operational sequences done in the current melter is selected here. Firstly, an operational sequence to produce one canister of vitrified waste is simulated for three melter designs with a furnace bottom shape, using 3D thermal-hydraulic calculations. The computed temperature distribution and its changes are compared among the candidate structures. After discussions about the technical and structural feasibilities of each design, a cone shape with a 45 slope was selected as the bottom shape of the next melter. Secondly, five strainer designs that fit the bottom shape above mentioned are drawn. For each design, the fluid drag and the discharge ratio of relatively high viscosity fluid resting near the bottom are estimated, using steady or unsteady CFD simulation. On free surface of a sodium cooled fast reactor, gas entrainment can be caused by free surface vortices, which may result in disturbance in core power. It is important to develop an evaluation model to predict accurately entrained gas flow rate. In this study, entrained gas flow rate a simple gas entrainment experiment is conducted with focusing on effect of pressure difference between upper and lower tanks. Pressure difference between upper and lower tanks are controlled by changing gas pressure in lower tank. As a result, it is confirmed that the entrained gas flow rate increases with increasing pressure difference between upper and lower tanks. By visualization of swirling annular flow in suction pipe, it is also observed that pressure drop in suction pipe increases with increase in entrained gas flow rate, which implies that entrained gas flow rate can be predicted by evaluation model based on pressure drop in swirling annular flow region.

We have developed evaluation method of radiocesium (RCs) migration by surface runoff and soil erosion in considering vertical distribution of RCs in initial contaminated soil and concentration of RCs in different particle size. RCs migration on ground surface during single year has been evaluated in virtual site contaminated uniformly by Cs-137. As a result, RCs has concentrated in the impoundment, and 0.18% of total inventory in the site migrated into the sea. These results suggest that surface migration of RCs effects increasing of external exposure at impoundment and internal exposure from ingestion of marine product.

Gas entrainment from cover gas is one of key issues for sodium-cooled fast reactors design to prevent unexpected effects to core reactivity. A vortex model based evaluation method has been developed to evaluate the surface vortex gas core growth at the free surface in the reactor vessel. In this study, water experiments were performed to clarify the prediction accuracy for the vortex gas core growth during the vortex drift motion using a circulating water tunnel with an open flow channel test section. Gas core growth were predicted by applying the evaluation method to the numerical analyses performed in the same geometry of the experiments, and compared with the experimental results. It was observed the gas core growth became large at downstream region where downward velocity became large in experiment. However, the gas core length which were predicted from numerical result showed a discrepancy with the experimental result on the peak position and an overestimation of peak value.

Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) celebrated its 10th anniversary in December 2020. One of its pillars is capacity building support mainly to Asian countries. 183 trainings were implemented with more than 4,600 participants since its establishment, however, the COVID-19 pandemic impacted in the implementation of the trainings. ISCN/JAEA has started to develop the online trainings since April 2020, and implemented two regional trainings, Physical Protection and State System of Accounting for and Control (SSAC) for IAEA Safeguards in October and November 2020, respectively. The efforts continue in further development of trainings/workshops, including the regional training on Additional Protocol for IAEA Safeguards Agreement Commodity Identification Training, and other two national workshops with foreign instructors. Online training can provide not only training opportunities for those who have difficulty in traveling for security and safety reasons including under the travel restriction by COVID-19 pandemic, but also could serve in making them more effective and efficient, especially by the combination with in-person trainings. The pandemic, as a result, accelerate ISCN/JAEA to develop and implement the online trainings, which key is the international collaboration with the partners including IAEA, DOE/NNSA and Sandia National Laboratories and International Nuclear Nonproliferation and Security Academy (INSA) of the Korea Institute of Nuclear Nonproliferation and Control (KINAC). This paper will provide the efforts of ISCN/JAEA how to address the online training development and implementation, current status, lesson learned, and future plan.

Laser welding has already been put into practical use for various metal materials because the irradiation area is very small and the control is easy. In this study, we evaluated strain, stress, deformation, etc. near the processing affected area by high-energy synchrotron radiation X-ray diffraction method, which is one of the problems of laser welding of different materials that are expected to be put into practical use. As a result of internal deformation measurement of the bonding of dissimilar materials of copper and iron, it was confirmed that the copper side with a high coefficient of linear expansion was hardly deformed, strong tensile strain on the iron side, and a plastic deformation region on the heat-affected zone. In addition, a retained austenite phase, which is thought to be caused by the mixture of copper, was observed in the plastic deformation region of iron, and further problems were clarified in the evaluation of material strength in the mixed metallic materials.

Maintenance and Operation Section for Remote Control Equipment in Naraha Center for Remote Control Technology Development is the main part of the nuclear emergency response team of JAEA deal with Act on Special Measures Concerning Nuclear Emergency Preparedness. The section needs to train operators from every nuclear facility in JAEA to control crawler-type robots, and so on. A driving training of a crawler-type robot used a reciprocating passage (U-shaped passage look from above) is one of the important training programs. The section always assembled a reciprocating passage with borrowed parts from other sections for every training of being used the passage. The section designed and produced training-way system included a reciprocating passage with stairs in 2019 fiscal year. The system makes the section members labor-saving, possible to set any time for training and diverse training-ways with easy assembling system. This report shows design and produce training-way system for crawler-type robots against nuclear emergency of JAEA facilities by Maintenance and Operation Section for Remote Control Equipment.
